Peel, in view of this state of affairs, says: "I maturely and anxiously considered every point which required consideration, and I formed a decision as to the obligation of public duty, of which I may say with truth that it was wholly at variance with that which the regard for my own personal interests or private feelings would have dictated." His intention was to relinquish office; but he resolved not to do so without placing on record his opinion that a complete change of policy was necessary, that the Catholic question should no longer be an open question, and that the whole condition of Ireland, political and social, should be taken into consideration by the Cabinet, precisely in the same manner in which every other question of grave importance was considered, and with the same power to offer advice upon it to the Sovereign. He also gave it as his decided opinion that there was less evil and less danger in conceding the Catholic claims than in persevering in the policy of resistance. ONE:The year 1844 brought little progress to the Free Traders in Parliament. The members of the House of Commons had been elected in 1841, in the teeth of the Free Trade cry raised by the Whigs, and before the League had made its power felt in the elections. Unless the Minister were compelled to dissolve Parliament, they were irremovable for four years longer, and could safely wait. Parliament met on the 1st of February. The Queen's Speech congratulated the country on the improved condition of the trade and manufactures of the country, and the increased demand for labour, from which it was easily prognosticated that no further concessions were intended that Session. Sir Robert Peel declared that the Government "did not contemplate and had never contemplated any change in the existing Corn Laws." At recent public meetings influential members of the Tory party had openly threatened the Minister with expulsion unless he maintained those laws for their benefita fact which drew from Mr. Villiers the remark that he regretted that the Prime Minister had not "the spirit to turn round upon these people, and show them their utter helplessness without him, their utter inability to administer, without him, the government upon their own system." Indeed, it began now to be assumed by all persons favourable to Free Trade that the Minister's opinions were really far in advance of his own party, and that he needed only a favourable opportunity to declare himself openly at variance with their views. The great meetings at Covent Garden Theatre, immediately before the opening of Parliament, kept the subject before the public.

THREE:While affairs were in this state, the Prince of Wales died (March 20, 1751). He had been in indifferent health for some time, and had injured his constitution by dissipated habits. He was forty-four years of age, of a weak character, which had led him into excesses, and the consequences of these were made worse by great neglect of his health. The same weakness of character had made him very much the tool of political faction, and placed him in an unnatural opposition to his father. An attempt was made by Lord Egmont to keep together the prince's party. He assembled a meeting of the Opposition at his house on the morning of the prince's death, and hinted at taking the princess and her family under their protection; and he recommended harmony among themselves; but some one said, "Very likely, indeed, that there should be harmony, when the prince could never bring it about;" and so every one hastened away to look after themselves. It was no sooner seen that there was an understanding between the Princess of Wales and the king than numbers of the late prince's friends offered their adhesion to the Pelhams, equally out of dread of the Duke of Cumberland and dislike of the Duke of Bedford, who was opposed to the Pelhams, and, it was feared, likely to support Cumberland, and thus place him at the head of affairs.In March, 1796, Mr. Wickham, the British envoy to Switzerland, asked of M. Barthlemy, by direction of Pitt, whether the French Directory were desirous of entertaining the question of peace. Barthlemy replied that the Directory would enter into negotiations on the basis of France retaining all the Netherlands won from Austria, which were now annexed to the Republic, and which France would never restore. The reply was certainly insincere. France was as busy as ever by her emissaries undermining the loyalty of all the populations around her on pretence of liberating them. She had worked upon the Swiss, so that it was evident that they would soon fall into her net. She had entered into a treaty with the disaffected in Ireland, namely, Lord Edward Fitzgerald, Wolfe Tone, Arthur O'Connor, and their fellow-conspirators, and the treaty was already signed, and a large fleet and force preparing for the invasion of Ireland. Not only was France on the very eve of invading Ireland, but she had issued a decree prohibiting the introduction of all British manufactures into Holland, Belgium, and the German states on the Rhine, as well as into any of the French colonies, on the severest penalties. Yet, in the face of all these hostile demonstrations, did Pitt send over Lord Malmesbury to endeavour to negotiate a peace. Lord Malmesbury arrived in Paris, on the 22nd of October, with a splendid retinue. The Directory received him haughtily, and commissioned M. Delacroix to discuss the matter with him. Lord Malmesbury insisted on the restoration of the Netherlands to Austria, a point on which the French Government had declared there could be no treaty, and which rendered the embassy, from the first moment, utterly absurd. Delacroix communicated the proposal to the Directory, and the Directory immediately published it, contrary to all the rules of diplomacy, in the Moniteur, Instead of proceeding further with Britain, the Directory immediately dispatched General Clarke, an officer of Irish extraction, and afterwards made Duke of Feltre, under Buonaparte, to Vienna, to treat separately with Austria. This failed, and, of course, with it all failed; though there was much talk between Malmesbury and the Directory on the subject of Britain restoring the French colonies in the East and West Indies, since the restoration of Belgium and Holland was a sine qua non. Thus, as might have been seen from the first, the negotiation was at a deadlock. The King of Sardinia was already in negotiation for peace for himself; and therefore British Ministers did not add to his difficulties by demanding the restoration of Savoy and Nice.
THREE:Whilst these proceedings were in agitation, the Tory and Jacobite party, which had at the king's accession appeared stunned, now recovering spirit, began to foment discontent and sedition in the public mind. They got the pulpits to work, and the High Church clergy lent themselves heartily to it. The mobs were soon set to pull down the meeting-houses of the Dissenters. Many buildings were destroyed, and many Dissenters insulted. They did not pause there, but they blackened the character of the king, and denied his right to the Crown, whilst the most fascinating pictures were drawn of the youth, and grace, and graciousness of the rightful English prince, who was wandering in exile to make way for the usurper. To such a length did matters go, that the Riot Act, which had been passed in the reign of Mary, and limited to her own reign, which was again revived by Elizabeth, and had never since been called into action, was now made perpetual, and armed with increased power. It provided that if twelve persons should unlawfully assemble to disturb the peace, and any one Justice should think proper to command them by proclamation to disperse, and should they, in contempt of his orders, continue together for one hour, their assembling should be felony without benefit of clergy. A subsequent clause was added, by which pulling down chapels or houses, even before proclamation, was made subject to the same penalties. Such is the Act in force at this day.
THREE:In 1805 a great step in British painting was made by the establishment of the British Institution; and in 1813 this institution opened the National Gallery. The annual exhibitions soon became enriched by the consummate works of Hilton, Etty, Haydon, Briggs, Sir Thomas Lawrence (in elegant portraits), Phillips, Shee, Carpenter, Harlow, Wilkie, Mulready, Turner, Calcot, Collins, Landseer, Martin, Danby, Howard, Cooper, Leslie, and Hone. No age in England had produced so illustrious a constellation of painters, as varied in character as they were masterly in artistic power.
THREE:After accepting an offer from the Irish militia serving in England during the war, and agreeing that ten thousand should be the number, and that this number should be reinstated in Ireland by a new levy, the House adjourned on the 29th of March for the Easter recess. But during the recess Pitt was planning fresh measures of opposition, and in fact driving out Addington and taking his place. On the re-assembling of the House on the 23rd of April, Fox moved that it should resolve itself into a committee of inquiry regarding the measures of defence necessary for the country. Addington opposed the inquiry as unnecessary, but Pitt declared that it was never more necessary; that though there were a hundred and eighty-four thousand troops of the line, and four hundred thousand volunteers, the measures of Government were not of that vigorous character which the times demanded. Yorke, the Secretary-at-War, and Spencer Perceval defended Addington, who asserted that great exertions had been made to bring up members to vote for Mr. Pitt's views, and that he did not see how the present Ministry could remain in office if this measure was carried against them. It was not carried; but Addington's majority had sunk to only fifty-two, the numbers being for Fox's motion two hundred and four, against it two hundred and fifty-six. Wilberforce, who had much respect for Addington, as he had a great admiration for Pitt, exerted himself to reconcile the two and to get Pitt into the Cabinet with Addington. He consulted with Lord Chancellor Eldon on the plan for bringing in Pitt to join Addington.

ONE:A great proportion of these results had been produced by the rapid growth of manufactures. The introduction of steam, and the inventions of the spinning-jenny and other kinds of machinery, had given such a development to manufactures, that the value of these at the end of the reign made three-fourths of the whole exports. THREE:What a totally different species of composition was the "Vicar" to the tale of "Rasselas," published by his friend Dr. Samuel Johnson (b. 1709; d. 1784), the great lexicographer, seven years before! This was conceived in the romantic and allegoric spirit of the time"The Ten Days of Seged," "The Vision of Mirza," and the like. It was laid in the south, but amid Eastern manners, and didactic in spirit and ornate in style. It was measured, and graceful, and dulltoo scholastic to seize on the heart and the imagination. On a nature like Goldsmith's it could make no impression, and therefore leave no trace. The one was like a scene amid palm trees, and fountains, and sporting gazelles; the other like a genuine English common, on which robust children were tumbling and shouting, amid blooming gorse, near the sunny brook, with the lark carolling above them. There is no country in Europe, scarcely in the world, where letters are known, which has not its translation of the "Vicar of Wakefield." Even in England, "Rasselas" is almost forgotten.

At length, however, the sanguinary nature of the contest, and the injury to commerce by piracy, induced the Great Powers of Europe to interfere in order to put an end to the war. Accordingly, on the 6th of July, 1827, a treaty was signed in London by the Ministers of Great Britain, France, and Russia, for the pacification of Greece. In pursuance of this treaty, a joint expedition, consisting of British, French, and Russian ships, entered the Bay of Navarino on the 20th of October, with the object of compelling the Sultan to concede an armistice, in order that there might be time for effecting an arrangement. The Sultan, Mahmoud, having declined the mediation of the combined Powers, and Ibrahim Pasha having received a large reinforcement of troops from Egypt, he was ordered to put down the insurrection at every cost by land and sea. He had accordingly recommenced the war with fanatical fury. All Greeks found in arms were to be put to the sword, and the Morea was to be laid waste. The combined fleet of the Allies had received orders to demand an armistice, and if this were refused by the Turkish admiral, they were to intercept the Turkish supplies, but not to commit hostilities. When the Turkish fleet met the Allies, the futility of these instructions became evident. They found it ranged at the bottom of the bay, in the form of a crescent. Instead of parleying, the Turks began to fire, and the battle commenced apparently without plan on either side. It soon became general. Admiral Codrington, in the Asia, opened a broadside upon the Egyptian admiral, and soon reduced his ship to a wreck; others in rapid succession shared the same fate. The conflict lasted with great fury for four hours. When the smoke cleared off, the enemy had disappeared, and the bay was strewn with the fragments of their ships. Among the Allies, the loss of the British was greatest, though not largeonly 75 men killed[263] and 197 wounded. The catastrophe produced immense excitement at Constantinople, and had the Janissaries (those fierce and bigoted defenders of Mohammedanism whom the Sultan had so recently extirpated) been still in existence, it would have fared ill with Christians in that part of the world. The Sultan demanded satisfaction, which would not be granted, and the European ambassadors left Constantinople. The battle of Navarino occurred at the time when the Duke of Wellington assumed the reins of office, our ambassador having then returned from Constantinople.[See larger version]

ONE:But the more the mystery, the greater was the rage of the English Government. On the opening of the Session of Parliament for 1737, a Bill was brought in of a most frantic and unwise character:"To abolish the charter of the City of Edinburgh, to rase the city gates, disband the City Guard, and declare Mr. Wilson, the Provost, incapable of again holding any public office." They were zealously supported by many English members, especially by Wyndham and Sir John Barnard, and the Bill gradually shrank into an Act disabling Mr. Provost Wilson from holding any office in future, and fining the city two thousand pounds for the benefit of the widow of Captain Porteous; and, alluding to her original station, it was jocosely said, therefore, that all this terrible menace ended in making the fortune of an old cookmaid.The two rival Ministers of England became every day more embittered against each other; and Bolingbroke grew more daring in his advances towards the Pretender, and towards measures only befitting a Stuart's reign. In order to please the High Church, whilst he was taking the surest measures to ruin it by introducing a popish prince, he consulted with Atterbury, and they agreed to bring in a Bill which should prevent Dissenters from educating their own children. This measure was sure to please the Hanoverian Tories, who were as averse from the Dissenters as the Whigs. Thus it would conciliate them and obtain their support at the[19] very moment that the chief authors of it were planning the ruin of their party. This Bill was called the Schism Bill, and enjoined that no person in Great Britain should keep any school, or act as tutor, who had not first subscribed the declaration to conform to the Church of England, and obtained a licence of the diocesan. Upon failure of so doing, the party might be committed to prison without bail; and no such licence was to be granted before the party produced a certificate of his having received the Sacrament according to the communion of the English Church within the last year, and of his having also subscribed the oaths of Allegiance and Supremacy.

TWO:These cases may serve as illustrations of the state of the country at that time. On the 10th of January between twenty and thirty of the convicts were brought up together for sentence, and it seemed difficult to believe that so ill-looking and desperate a set of villains could be congregated in one place. They had all, with one[563] exception, been found guilty, without any recommendation to mercy from the jury. After an impressive address from the judge, the sentences were pronounced, varying in the amount of punishment assigned. But they heard their doom with the greatest indifference. The commission next adjourned to Ennis, the assize town of the county of Clare, where the results were equally satisfactory. The judges arrived at Clonmel, the chief town of Tipperary, on the 24th of January. There they found upwards of four hundred prisoners in gaol, charged with crimes marked by various degrees of atrocity. The trial that excited most attention here was that of John Sonergan, for the murder of Mr. William Roe, a landed proprietor and a magistrate of the county, who was shot in the open day, upon the road near one of his own plantations. The scene which was presented in this court on the 31st of January, was described in the report of the trials as scarcely ever paralleled. Five human beings, four of whom were convicted of murder, and one of an attempt to murder, stood in a row at the front of the dock, to receive the dreadful sentence of the law, which consigned them to an ignominious death.

ONE:Next came the declaration of war by the King of Prussia, which Buonaparte styled a treachery; but, on the contrary, the King of Prussia had only preserved faith towards his oppressor and insulter too long. Not only all Prussia, but all Germany was on fire to throw off the detested yoke of the oppressor, and Frederick William would have been a traitor to his people and to common sense to have hesitated. Yet he proposed terms of a mutual settlement. To place himself in a position of independent treaty, he suddenly left Berlin on the 22nd of January, and made his way to Breslau, where he was out of the reach of French arms, and in certainty of the arrival, at no very distant date, of Russian ones. He invited, however, the French ambassador to follow him, and he there proposed an armistice, on the conditions that the French should evacuate Dantzic and all the other Prussian fortresses on the Oder, and retire behind the Elbe, on which the Czar had promised that he would stop the march of his army beyond the Vistula. But Buonaparte treated the proposition with contempt; he was determined to give up nothingto recover everything.

[See larger version][97]In July, 1814, whilst the struggles were going on upon the Canadian frontiers, the British projected an expedition against the very capital of the United States. This was carried into execution about the middle of August. Sir Alexander Cochrane landed General Ross, and a strong body of troops, on the banks of the Patuxent, and accompanied them in a flotilla of launches, armed boats, and small craft up the river itself. On entering the reach at Pig Point they saw the American flotilla, commanded by Commodore Baring, lying seventeen in number. They prepared to attack it, when they saw flames begin to issue from the different vessels, and comprehended that the commodore had deserted them; and it was firmly believed that he had so timed the setting fire to his vessels that they might blow up when the British were close upon them, if they had not already boarded them. Fortunately, the flames had made too much progress, and the British escaped this danger. The vessels blew up one after another, except one, which the British secured. Both soldiers and sailors were highly incensed at this treachery, and prepared to avenge it on Washington itself. On the 24th of August they were encountered at Bladensburg, within five miles of Washington, by eight or nine thousand American troops, posted on the right bank of the Potomac, on a commanding ridge. Madison was on one of the hills, to watch the battle, on the event of which depended the fate of the capital.The Scottish burgh question was brought forward again this Session. The magistrates of the burgh of Aberdeen having been elected, in 1817, in the same corrupt manner as those of Montrose had been in 1816, the Court of Session had declared the election illegal. The burgh of Montrose was found to have been disfranchised; but this was not the case with Aberdeen, and the magistrates applied to Government to grant a warrant for a new election, or rather a re-election of themselves. This the Government, in the face of the decision of the Court of Session, as well as of a numerously signed petition from the burgesses praying that the election should be by open poll, issued. On the 1st of April Lord Archibald Hamilton moved an address to the Prince Regent, praying for a copy of this warrant. It was strenuously resisted by Ministers, but the motion was lost by only a small majority. On the 6th of May Lord Archibald Hamilton renewed his motion in another formnamely, that the petitions which had been presented from Scottish burghs on the subject of Reform should be submitted to a committee of inquiry. He showed that out of sixty-six royal burghs thirty-nine had voted for Reform; that these thirty-nine contained a population of four hundred and twenty thousand souls, whilst the remaining twenty-seven contained only sixty thousand. The preponderance was so great that, in spite of the opposition of Ministers, the House took another view of the matter, and Lord Archibald's motion was carried, though only by one hundred and forty-nine votes against one hundred and forty-four.
